Policy Summary

"To achieve full compliance with the federal law, California passed Assembly Bill (AB) 153
which focuses on the implementation of Part I: Prevention Activities under Title IV-E and Part
IV: Ensuring the Necessity of a Placement that is not in a Foster Family Home, and other non-
FFPSA foster care components.
Effective October 1, 2021 FFPSA Part IV establishes new requirements and limits federal reimbursement for placements in congregate care."
